I can accept that moderating a platform such as Medium must be difficult. I also respect the need to avoid the experience here being polluted or demeaned by fraudulent posters and others who serve only themselves.

At the same time, I wonder if, had you first alerted users to your concerns and intended actions and the grounds on which accounts may be suspended, had been published before any action was taken. My view is that it would have avoided much distress, antagonism, ill-feeling and confusion.
