The bombers are probably unserviceable, anyway. So, this is probably a Russian ploy to attract more attention to them and have the Ukrainians waste drones on targeting aircraft that can't fly.

Alternatively, perhaps as in the west, Russia has a major waste disposal problem and this is a way to get rid of old car tyres.
