You highlight what is an unfortunate reality about humanity.

Although we are social animals, as do most social species, we tend to live in groups and competition for scarce resources has forever resulted in friction amongst groups, the creation of boundaries and the natural instinct to care for oneself and one's own before others.

Our intelligence is an amazing tool for innovation, creation, invention and progress but equally it facilitates duplicity, manipulation, deceit, control and mastery over others.

We are a complex species with many cultural traits and mores, differing histories, languages, geographical environments, beliefs and more. There are always those who want more and who seek to take it by fair means or foul. All too often it is the latter.

It is puzzling that a single individual or small group can somehow gain the support and approval or, at least, acquiescence of thousands, hundreds of thousands and even millions. It is even more puzzling that even when the masses are not satisfied, they often fail to depose those who are responsible for their disadvantage and, even when they do manage to seize control, the usual result is just a change to new controllers.

It is a sad indictment on humanity that for all our ingenuity and amazing intellectual capacity; for all the outstanding and often awesome advances in science and technology; we have made little progress in the affective domain.

Whole societies still cling to the supposed teachings of mythical entities which have their foundation in the naive belief systems and understanding of thousands of years ago. These belief systems are used to justify and excuse all manner of persecution, abuse, behaviours, access and way of life. Inevitably they are also organised in hierarchical fashion that gives an individual or small group control of all others.

Until humanity matures in the affective domain, in my view, we will see no relief from the crippling and destructive inhumanity that is ubiquitous across the World. Make no mistake, it is not just an issue for poorer peoples and nations, though it may affect more or be harsher in that context. However, injustice, inhumanity, brutality, disadvantage, abuse and hardship are plentiful even in the richest nations on Earth.

Sadly, I don't know of a single World leader or government that gives more than lip-service to this phenomenon. At best, they may relieve some symptoms for some and usually for a temporary period only. As for collaborating to identify and eliminate the underlying causes - zilch.

Oh that I could make a more positive response and suggest that things are improving - as some would have us believe. Sadly, they are not. In fact, if one actually makes even a cursory survery of tragedy across the World, it is blatantly apparent that if, as seems likely, humanity does not deal with global warming and the planet or at least human beings die out, it may be a blessing rather than a tragedy.
